My mower's transaxle keeps pivoting resulting in loss of drive belt

I think the transaxle is suppose to pivot i’m not sure tho. Works great going up hills but soon as you go down one the transaxle pivots forward then tosses the belt. Already replaced the return brake spring and the belt its a craftsman yt3000 21 hp 42 inch mowing deck
