apple hardware diagnostics fan error

ran apple hardware diagnostics. fan - master - long motor test - error: did not reach target speed in time. fan runs all the time. sensor is connected. I have already done the smc reset. fan control software has not helped. trying to figure out if i have a bad fan, bad logic board or what. it has run out of warrantee, but if it is cheap to fix, we will procure part and fix. no other errors from the hardware diagnostics.

then the error means that the fan needs to be replaced? is there a place that lists the errors and their meaning for future issues?
