i have got samsung tocco light phone and the screen is not working, despite repeated turn off's and turn on's i could not operate my phone and i have phone security and could not able to access anything? could someone help me please, because i have important contacts which are saved to the phone memory.

Capacitive touch screens are heat sensitive, if your screen or your hands are too cold they won't read (but it doesn't sound like that's the problem). I've seen dead spots on Droid screens that made entering passwords difficult, and I've also seen other touch screens calibrations shift so that one side of the screen is not responsive, but the other side is. Pulling the battery may, but probably will not fix such an issue.
If you don't feel comfortable (or the need of) replacing your screen, most service providers are capable of plugging your phone into their computer and copying all the information from it in order to transfer it to your new phone. If all you need is contact information, they should be able to help you out without even taking your phone apart.
