My ice maker won't fill with water

Ice maker does not fill with water. Changed water inlet valve and replaced ice maker. Still nothing. Shut off arm stuck in off position. Not frozen wàter line. Changed filter.What else could it be? Kenmore side by side indoor içe maker 106.5113

Sounds like it’s the shutoff arm. The last time I replaced my ice maker I didn’t install the arm correctly, and got it stuck in the off position. Once I fixed that, no problem. If I recall correctly there’s a little notch on the arm which needs to fit into a small slot on the ice maker’s on/off valve.
