After water damage, cannot see any battery, even a new one

So I've got a water damaged iPhone. There was no corrosion or anything but I cleaned the board with isopropyl 91% alcohol. The iPhone only turns on when plugged in, and it's stuck in restore mode. I can't restore it because it doesn't draw enough power from the USB. I've tried two batteries that I know work fine.

Any ideas?
