Background noise increases when actors aren't speaking

Background noise (e.g. music, street traffic, etc) increases when the actors aren’t talking, but decreases when an actor starts to talk. When the actors aren’t talking the background noise continues to get louder until someone starts to talk.

Is this with the speakers that are on the TV itself or with a sound system you have with it? Most TV speakers it's common to see this happen, just because they aren't the best quality and the way they are set up on a mono speaker.
