Jump Starting the Logic board?

So I've seen 2 post with talking about "jumping or jump starting" a logicboard one user said to get to ther pads underneath the macbook pro and use tweezers what exactly is he talking about?? I'm thinking that's because the keyboard does'nt work with the power button from liquid damage? A alternative way to start the logicboad without the power button.

Ok I located the jumper pads on the early macbook except there is a little black stretched across them is that to prevent any metal from jumping it? If so would I have to remove that first I tried using screwdriver and a pair of tweezers and it did'nt jump. I'm thinking that is a saftey precaution?

John, I am by no means a Mac person but having been on here long enough to have learned lots of stuff from the experts like mayer or lemerisse and rj713. I accumulated a few older macbooks' and a few manuals and software. Agreeing of course with mayers answer, there is no other way to post pics, so I allowed myself to post this as an answer but it is meant as a comment. Hope this clarifies your question further. It is from a macbook pro core2 duo manual....
