Why is my phone heating up

my iphone 7 plus is heating up below the camera. and it gets quite hot even to the touch.

Overheating is caused by a shorted component or part. As for the why, that depends on the iPhone history, without any further detail the only reasonable answer is “heaven only knows”.

is there away to determine which part is causing the short?

@jebb Sure, there are several tools that may help finding a short. Fingers, if the shorted part is big and/or draws lots of power. However thermal camera, bench power supply and multimeter are more accurate and may be necessary when dealing with smaller electronics such as smartphones.
