factory reset did not work

tablet powers up, I see two dogs and then the “voyager pro” logo. then a quick FLASH back to two dogs and then back to “voyager pro” logo. the tablet looks like its booting up as the “voyager pro” logo is fading in and out but it will stay like that indefinitely… I tried wipe date/factory rest. got encryption unsuccessful, gboard stopping. I hit the “factory rest” option. the tablet goes off then goes to two dogs and then shows bright ring “erasing”. flash black screen then two dogs, then “voyager pro” logo and it all begins all over again. “voyager pro” logo fading in and out and never finishes booting up. I tried to press the hard reset button on back same results. I tried run grahics test, same results. what do I do not?
