Why is my air conditioner in my 1990 accord not working

I have a 1990 Honda that the air won't work unless the windows are down and the vents are open I have tested the fuses and they are all fine

You mean to say that you have to have your windows down in order for the AC to kick in?

It don't really kick in but air starts blowing a little but it's not cold and if I put it on curculate it cuts off completely

Okay Cale, does you fan motor work when you turn it on, regardless of air conditioning? When you turn your AC on can you see the clutch engaging and disengaging on your AC compressor? you should also hear it turning off and on? when you run your engine and then turn your AC on, do you see the clutch engaging and the AC compressor turning? BE CAREFUL AND DO NOT STAND RIGHT NEXT TO A SPINNING FAN BELT AND KEEP YOUR HANDS AWAY.

Well Cale, not really sure if this will help you. I just feel we do not get you to give us the information needed. Anyhow Here is the part from the service manual that deal with the AC follow the flowcharts on here to trouble shoot your AC. Good Luck
