sometime can't receive call and text and sometime will be late....

check antenna mast coverage in the area you are in most.. it may be that the network is not good/few masts for signal or that as Kim says not enough 3g signal strength because network is 2g in your area... If not improved then I'd contact the phone provider or apple and ask for repair..it should still be under apple warranty.
