My phone can receive calls but I am not able to make calls
My iPhone 6s is able to receive calls, but I am not able to make calls. How can I fix this?

Hello
Since you receive call your phone seems in working order
I would make the following suggestion
A trouble with your carrier that has restricted your call capabilities
You are out of your normal call area and roaming is not allowe
An option on your phone that disables the call such as call with wifi.
One thing you can easily test is to reset the networking setting, you will loose your wifi password but keep all the other data
