Is the recovery partition the only thing that got deleted or were all partitions deleted? If so it should be fairly trivial to repair that damage with the drive removed and attached to a linux system or by simply booting a live recovery linux cd/dvd and using utilities to reinstate the partition without clearing it. If multiple contiguous partitions around the recovery partition were deleted it will be much more difficult. Disclaimer… I have never done what I am suggesting but it should be possible.

Read the first paragraphs of the introduction if that doesn’t intimidate you feel free to try it yourself. Also, feel free to take to somebody who does this for a living instead. I looked at my recovery partition for my HP desktop system and it is NTFS and just under 8GB in size. I just kept a copy of it in case I lose my mind and decide to recover my linux desktop back to as delivered state (Win 7). A second hdd like the one in the machine and USB adapter for it ( like this one… https://amzn.to/2FKUAVY ) will allow you to image backup the entire drive before you do something even more disastrous to it following the above suggestions. Good luck @ridgeracer1308 !
