How do I get the click wheel to work after reformatting iPods?

I have witnessed three 5th gen iPods, all 30GB, after being reformatted(to Mac and Windows), all being unable to go further than the language configuration window. It seems as if the click wheel is non-responsive, yet applying a soft reset works perfectly fine. Hold switch also works fine. When plugging iPod to computer, itunes brings up iPod as normal and music or vid transfers works fine, as well as playing of music or video from itunes or desktop icon. Using iPod as external drive also works fine. I need expert suggestons.

Sometimes iPods experience glitches like this. Being able to do a soft reset obviously means that the select button is working-I would recommend trying the restore in a different computer. Also, hooking the iPod up to a wall charger sometimes manages to take care of minor glitches like this (don't ask me why, it just does.)
