Exporting IPA files (of Apps) from iOS 9.3.5 of iPhone 4S

Hi,

I would know if is possible exporting API files (apps on iPhone 4S that when an user export them the file’s extension on PC of these apps is .IPA) from iOS 9.3.5 of iPhone 4S. I tried with 2 free applications (CopyTrans App Manager and 3uTools) but I saw that isn’t possible exporting these apps because this iOS is 9.3.5. I would export these apps because I would put them to another iPhone and in particular on this iPhone there is an app that isn’t possible to find on App Store. I’ve also Cydia on iPhone 4S, so, is possible exporting and transfer to another iPhone 4S this app that isn’t possible to find (atm) on App Store without make a full backup with restoring?

Sorry but there is write "The app in question is called Apple Configurator 2, and it's available for free the Mac App Store." and I haven't a Mac PC. So, how can I do?
