Wont turn on or charge

So I had battery completely drained and packed away for about 3 months. The ipad is about 2/3 years old but hardly ever used and then my cousin start playing pubg on it. My question is why wont it charge or turn on. I had it checked out online with all different tricks on how to and took it to apple, but its to old and they don't repair anything old. And technical guy at different repair shop asked me alot of money to replace charging block. Lol . It still doesn't work. He gave me back the ipad and said he doesn't know what the issue is. Can anyone help please

It’s not a good idea to drain a Li-ion battery before long term storage. It’s best to leave it at~50% charge. If you have access to a USB Ammeter, you could use that to determine if the phone is really drawing current when it says it's charging.

My concern here is that the battery is damaged. It may be recovered by force charging it with a DCPS but from a DIY perspective, it’s probably best to simply replace it.
