iPad mini 2 won't get past the apple logo

I have an iPad mini 2 that was my mother in laws and it stopped working right so she bought a new one and gave me this one. The issue started out when you plugged it in to charge. When you plugged it into the wall charger the apple logo would show on the screen and it would beep slow. It would never turn on or do anything else at all, just show the logo and beep. Now it has progressed to just the logo and nothing else at all. When it dies all the way, the battery icon that shows it needs charged will show up, and then the apple logo comes back and just stays. I’ve done the hard reset with the power and home button and it doesn’t do anything. I can’t seem to get it into recovery mode to plug it into my computer to see if iTunes can do anything.

First, thing I would do is charge it up to about 20% or so and then plug it into your computer and try to get it into DFU or recovery mode. If it is unable to do that, I would hook up a USB digital ammeter to your power brick and cable. This will tell you how much current is being drawn to the device. If it is under .90Amps I would replace the battery. If it doesn’t fully boot after the battery replacement you are likely looking at a logic board issue. Hope this helps!
