Had the same problem in the past. What I did was disconnect the LCD cable and let it charge to 100% without the lcd connected.

This sounds like your battery is bad, they don't last forever. But the fact that it does charge when off suggests that your charger is not supplying enough 'power' to both charge and operate the device. That might still be the battery but if you are not using the original charger and cable for tnat device, that could be the problem. Since all those Samsung adapters look the same ending up with the wrong one is not difficult. Check in your battery settings:. If you see fast charge is grayed out try a different (fast charge) power adapter. This might fix your problem but it's a sign that your battery is failing so a battery replacement is in your future. You CAN do it yourself. There are videos. Online showing you how. I looked at several looking for a good one to refer you to since ifixit doesn't have one for your specific model yet, I'm not satisfied with the ones I found but would say this one was the best of them. I may give a try at a guide for this device,. But advise you to look at the guide for a similar device here to get a better idea of how to go to get the back off, and: NOT to use a metal tool to disconnect the battery NOT to pull the connectors before both peeling back the tape and opening the little latches securing them. And NOT to use metal tool or pry on the battery.. . I m sure you can find a shop to do the replacement for you if you aren't comfortable with trying it yourself. If not locally check the businesses section.. Good Luck.
