My G4 (Early 2004) says the battery is not installed and so it doesn't charge. If however I charge one of the two batteries on a firends G4 my system will then run off the battery. I heard it maybe a DC In Board problem so ordered the part, what do you think?

I think you jumped the gun, usually I try to find out the problem before ordering parts. Download and run Coconut Battery to see if we can determine the problem. I inserted a new battery an ran Coconut Battery, you can see the output here http://imageshack.us/photo/my-images/52/...
The battery has ni lights showing but the charger light is showing green, system profile now says a battery is installed but its not charging.
I cannot find the serial but the model says A1054
It's one of these:
iBook G4 12" 800 MHz
iBook G4 12" 1 GHz
iBook G4 12" 1.2 GHz
yes its the 1 ghz version
Please use a multimeter and test the output of the battery connector in the battery compartment, (it's part of the logic board).
