The very first thing is to disable the phone! Using a PC, Mac or other iDevice go into your iCloud account and lock your phone (Lost Mode) so they can't use it or gain your info.

Find My iPhone

I wouldn't signal the phone to make a sound as then the thief will just turn it off! Hopefully you have iCloud backup services enabled if so you can do a remote erase to protect your data from prying eyes! If you do manage to get your phone back you can recover your backup back to it.

If you do manage to get a location you'll need to notify the police in the area where the signal is coming from and then have them escort you to the location to recover your phone using a laptop or other iDevice to zero in on the location. Be smart! Don't do this on your own!

If you just can't find it in the first 24hrs lock it fully! Using Activation Lock

if you had find my phone on you could check it through icloud.com with your apple id and password. if you didnt have it backed up on icloud then you wont get the data

On another Apple device, check the Find my IPhone app (or on iCloud.com) it will tell you the last known location and you may be able to find it. Continue to check. There’s also a button in the app that sends a signal to your phone to make a very loud noise. Try that first.

Otherwise purchase a new one and use your Apple ID to log in and use your latest backup.
