no. there is no legitimate “solution” for iCloud lock

Submit it to Apple Support and prove that you are the owner of the device or input the original Apple ID and its password that was associated with the device.
There is no work around an iCloud Locked device!

There are plenty of shady websites offering to unlock your iDevice if you pay 20 USD, but please don’t fall for those scams. There is no workaround unless you can prove to Apple that you own the device, sorry!

will changing the logic board unlock the phone?

@JL Productions The logic board is by all means "The" iPhone, so yes, a different unlocked board will unlock the phone. Don't forget to make sure it comes with the relevant home button.
