I dropped the phone in water. I used 99% isopropyl alcohol to clean inside.

The phone is able to turn on because vibrator works when I try to turn it off.

Does itunes recognize your phone? Have you tried a soft and/or hard reset?

I'd go back and clean the connections again (and again for good luck) for your LCD. Water doesn't always short the screen but leaves residue in the connectors. If your screen when blank has darker areas or an "oil" stain you may need to replace the LCD.
