Well depends on what you mean by “replaced charge.”

Since your question is very vague, I'll give a comprehensive answer.

First, your iPhone may be not charging, or not starting, or not displaying an image so you think it is not turning on. Start iTunes on your computer, connect the iPhone to the computer, and see if the iPhone is detected by iTunes:

  1. If iPhone is detected by iTunes, what is the message displayed on iTunes? (“Enter code to unlock,” or “iPhone in restore mode detected?”).
  2. If iPhone is not detected by iTunes, it is either not charging/communicating via USB, or not booting entirely. To trouble shoot, follow the steps/bullet points below:
  3. You must try to charge it using a known good wall charger and cable previously tested working with another device;
  4. You must make sure the charging port (where the cable is inserted in the iPhone) is clean from lint and dirt;
  5. Next, internally, you must try a known good battery, preferably tested working with another device;
    1. If the device can start from a charged battery, it means you have a board level failure that lets the iPhone work normally with a charged battery until that battery becomes flat and the iPhone turns off; after which, the battery will not charge and the iPhone cannot restart until you put a charged battery inside.
    2. If the device still cannot start, jump to the last point: you have a board level failure.
  6. Also internally, you must try a known good charging dock, preferably tested working with another device;

* Finally, you may have a board level failure. It can be something known as Tristar preventing from booting or from charging (it can cause both issues); or a short somewhere preventing it from starting; or a dead chip or open line somewhere preventing it from starting.
