Why wont my phone factory reset?

i have tried to factory reset my zte blade z max z982 from the lock screen by using the volume up and power button but it just restarts normally i dont have the lock code to get into my phone.i have tried to get into the FTM and it tells me to long press the power button and avoid pressing the volume down button. what do i do
