The TouchID can be damaged during a screen replacement. The Home Button has a flexible assembly tied to it, that we commonly call a flex. On this flex are components and tiny internal wires. There is also a flexible cable that runs underneath the LCD Shield Plate that eventually connect with the logic board so that Touch ID can work. Those flexes have connectors on both ends to allow them to interconnect.

Any failure at any point can cause Touch ID to fail. Start by checking the home button and inspect the flex part. Even the tiniest tear can be problematic. If that looks good, look at the connector and then inspect the other connector on the link flex (under the lcd heat shield) as well as the flex itself.

If the problem is with the link flex, then that can be replaced and make TouchID work again. If the damage is on the Home Button flex, it can - sometimes, theoretically be repaired but usually not. A replacement Home Button will not offer TouchID. If that's important to you then only Apple can replace it.

Double check if the home button is plugged in properly to the metal plate that has the long home button extension cable.

Other than that it could be that the home button extension cable may have been damaged when transferring it from the old screen to the replacement screen.

If this was a pre-assembled replacement screen with the metal plate behind the screen already installed that may be faulty meaning you would have to try the one from the old screen instead.

Worse case scenario the home button got damaged during the screen replacement.
