itouch dropped in water and immediately pulled out. left in dry rice under light for 3 days then on ihome charger for 48 hours. Before all this unresponsive, now will boot but touch screen completely unresponsive. Cannot turn on due to this. Can I assume replacing the LCD touch panel will cure this problem? Specifically, what part(s) needs to be replaced??? Any help greatly appreciated!

If it is just simple water damage, then you could be replacing a few things. I would start with just the digitizer first since it does boot up correct? Does the LCD show a normal display? If not then that may need replacing as well. Use something close to 99% alcohol to clean any corrosion, and allow to air dry.
