The flashlight doesn't light up after it dropped in water, I followed the steps to wake it up by keeping it in dry rice for 24 hours, everything is working, but the flash light does not light up, Is it because the motherboard is damaged?

The motherboard is very likely damaged. You are fortunate that the flashlight is the only thing that isn't working.
