How can my uncle update my iPhone if it’s stuck on the progress bar
This is my iPhone stuck on the Apple logo and progress bar is there anyway to update it to iOS 10.3.3

Try updating it via 3UTools, hopefully you don't need to restore the phone and just update only to keep your data.
You will need to boot the phone in recovery mode.
Use this guide to assist you on how to put your phone in recovery mode, you will need to hold power + home for 10 seconds at least to shut off a phone stuck on apple logo:
