Only top arm gets water

My whirlpool gold runs and the top arm sprays water getting all wet, but the bottom is dry. When I run just a little there is some water on the bottom. The spray arm is clean. All the valves have been washed and seem cleaned (took apart and cleaned everything). Works for a couple of days then stops. I leave it a week then it seems to work again. Not sure why. Ideas?
