stock at apple logo doesn't charge logic board or dock port

so i bought this phone from my friend to fix it changed the wifi and gps board but still phone does the same thing.

It doesnt load basically it starts with the apple logo and then it gets stucked there and restarts itself. Phone doesnt charge too, it has very low battery all the time and itunes doesnt recognize it when i plug it in to the computer.

Hard reset doesn't work too to put it dfu mode.

so i dont know what to do now should i buy a charger port and change it to see or sell it because i dont wanna buy a logic board.

I'd buy the cheapest and most logical part and that is a battery. you say it doesn't charge, it is in boot cycle and shows low battery. All these are signs of a sad battery, and if this is from new it may be at the end of it's life. Just make sure that you buy 3g as the 3gs pinout is different..
