Have you tried clean installing graphics drivers? Sometimes it can be something as simple as that.

Also check in Nvidia Control Panel in the 3D Global Application settings that the preferred performance mode is adaptive / balanced and not maximum performance.

Also check the Control panel > Power Options make sure that the power plan is set to Balanced and not High Performance.

Also are you running multiple monitors by any chance?

Your GPU usage is 100%, you should be able to find what is causing it via the task manager processes list. Look for something with GPU Engine - listed on it.

Ctrl + Shift + Esc to open Task Manager.

Should be able to see it here.

This is for Windows 10 on the 1803 windows build version:

http://prntscr.com/juou6r

Check your windows version by pressing the start button and typing in winver then hit enter that will show you your windows version like here:

http://prntscr.com/juoujj

Probably your windows may not be up to date but should not be causing the issue from just that.

I have a feeling you have a GPU miner virus running in the background hogging all your GPU.

i have widnows version 1703(os build 15063.1155) when i checked windows update it said my windows is up tp date/

i ran a scan with avg and it was clean.
