Glass Back shattered can I use the phone with a skin
The back of my iPhone X is shattered can I use it by having a skin to cover the shattered glass forever

Yes, as long as the glass doesnt bother you, you can use it as long as you'd like that way.
I dont know how bad the break is, but I'd get an old toothbrush and some canned air to clean up as much of the small shards of glass, then put on a rear screen protector. This will protect it from breaking any further and causing any issues with glass falling out etc.
