Chime but no display + loud fan

Hi guys,

I'm diagnosing a 2013 Macbook Pro Retina 15" model.

It chimes but no display and fans start getting very loud. I've tried PRAM and SMC reset.

I've hooked it up to an external monitor and I don't get anything there, but in my experience, mac's don't always display on the external screen until you log in and set up the displays (or boot from USB).

Am I safe to rule this out as a logic board issue?

I just noticed this was affected by a recall. Very likely the case here:

If it chimes but you don't get any image even on external monitor there are two possible issues, either it's unable to boot or the graphic card doesn't work. Either of the two is a serious issue involving one of the main chips and needs a deeper level diagnostic. Your machine was one of those subject to Apple Repair Extension Program for Video Issues, but unfortunately that's expired. You'll have to look for a top level repair lab or a replacement logic board, I don't see any other alternative.
