How can I unlock my cloud
I bought a second hand phone which was locked with cloud unknowing to me how can i get it unlocked , without spending $3000.

As of today, no one has really been able to circumvent Activation Lock and that is a good thing. The only way to remove someone's AppleID is to have them remove it (if you know who they are) or show proof of ownership to Apple (in store or by phone) so they can remove the Activation Lock.
In your case, try to contact the person who sold it to you or if it was through a website, there may be a way for you to seek reimbursement.
