Chosen Solution

Activation lock a.k.a iCloud lock is done through Apple's servers and can't be bypassed without replacing / reprogramming multiple chips on the board.

It will still be activation locked when you restore the phone as IMEI and S/N of phone is tied to the activation servers like I said.

means typically apple has locked the IMEI number if that phone and if anyone uses its motherboard that wont work too?

Yes, if anyone tries to use that same motherboard with the activation lock it wont work.
