Need SMC reset every time I startup

In the last few weeks I’ve begun having troubles with my USB ports on my late 2013 MacBook Pro. I found the SMC reset procedure online and it works, but I have to do it every time I start my computer and my external drive needs to be plugged in and switched on for it to work. I’ve run the hardware diagnostic tool and it returns nothing. I’ve also done PRAM reset. Is it the SMC module or is there something I’m missing?
