Are there repair shops that do storage upgrades?

ive seen video tutorials on people opening up their iPhones and iPads and they unsolder the onboard storage chip and the new bigger DRAM chip that they put in they run it through a program that makes it register to the phone so it could work,but how many shops actually do this kind of work and is it illegal?

There are places that upgrade the storage but the repair is extremely tedious. Good luck finding a place that will do it at a reasonable price (unless you're in Shenzhen).

Its level 3 board repair and requires a programmer.

Yes there's places that do it (myself included), and no its not illegal. You own your device, and the NAND is not free. Its also not as cheap as the Youtube videos seem to suggest though, with most of them only factoring the cost of the NAND (which has increased) and not labour.
