Riding mower cutting unevenly

I have a Craftsman T1600 riding mower cutting unevenly. I believe it's called streaking when some of the grass is left uncut in a line. I overlap MORE than enough so that's not the issue. But when I'm under the deck removing the stuck on clippings I notice the right blade is very hard to turn but the left one moves freely. Is that normal, or do you think there is something keeping that from turning enough to cut correctly? We have tried new blades, correct tire pressure, making sure the blades and deck are level. Help! Thank-you in advance for any help.

@yardslave remove the belt from the cutting deck and see if you can now move the spindle easily. If so your belt is binding somewhere. If the spindle still does not turn properly you may have some damaged component on the spindle (#1 in the diagram) like corroded/broken bushings.

Here is the owner's manual that will help you remove the deck and the belt from the mower.Mower-T1600.pdf

The problem is probably being caused by the right blade being hard to turn. Something might be hung up in the blade mechanism -- for example, if you run over a wire when you are cutting the grass, the wire could get tangled up in one of the blade mechanisms, causing that blade not to turn. At any rate, you NEED to get the right blade turning as freely as the left blade - that is a serious issue.

The tire pressure would be the other thing I would check, but I see that you have already checked that.

Your also need to make sure that the deck is level. The manual will tell you how to do this. There is an adjustment device on the rear left side of the mower deck.
