Why won't my Beats bluetooth lights turn on or work?

(this is the same model as my beats)

I just got a pair of Beats Studio headphones passed down to me from a friend, and they said it was Bluetooth but it won't work at all. None of the lights on the left side light up, and I was wondering ho to fix this. They are charging now, is it because it's out of battery?
