Can you use a phone that can't be used on a particularly carrier?

I'm wondering if I can use an iPhone, or any other phone, that can not be used on particularly carrier, like T-Mobile due to Outstanding Balance etc. with a different carrier, like AT&T or any other carrier?

It is possible?

Unfortunately if the phone is turned off for such a reason it is placed onto a blacklist and will not work on any carrier in the US.

It's possible if your phone is already unlocked. http://www.iphonehacks.com/2016/05/unloc...

However, if your phone is locked, then T-Mobile will not unlock it for you. https://www.t-mobile.com/company/company...

If you fail to pay for your phone it is blacklisted. No matter if it is unlocked or not it cannot be used anywhere else.

I agree the phone will be blacklisted if the phone is financed and he still owes payments on the phone. However, @dkendel doesn't say whether the outstanding balance is because of missed payments on a financed phone or because of missed monthly service payments with an already paid-for phone. My answer will cover both scenarios.
