GPS location works, turn-by-turn navigation does not

I have been having an issue with my iPhone 6. The turn-by-turn navigation does not update when you stray off of the route in any GPS app (maps, waze, etc). So far I have attempted the following:

1. make sure location services is turned on and app is allowed access

2. uninstall/reinstall navigation app

3. factory reset iPhone

4. sent for authorized battery replacement service - battery is now brand new

5. replaced wifi F antenna (from ifixit)

Everything else works perfectly fine. Wifi signal is strong. Prior to replacing the F antennae, the GPS location was weak - ie there was a large blue circle of uncertainty instead of a small blue point. After the F antenna replacement, the signal is strong, and it is correct. GPS location does not drift or appear weak. I downloaded a google map for offline use (LTE is turned off since I have switched to another phone during the repair process) and drove around the block - the GPS kept my position accurately the whole time, but turn-by-turn navigation still fails to update, even when I am significantly off-route (0.5 miles at least).

I am completely at a loss for what to replace next. After the factory reset and battery replacement, I basically ruled out a software issue, right? There's no way that turn-by-turn requires LTE right? I tried the same experiemnt with another phone's hotspot connected and it did the same thing. What should I try next?

There's a lot of different components the logic board that work towards GPS services. You can read up more about this here.

Have you tested the Compass app to insure everything works okay?

One possibility is that there was some water that got into the phone and may have affected the some of those IC's, without affecting anything else. Or it could be caused by repeated drops of the phone over time. Eventually, some solder connections can crack and can cause spurious problems. It's always hard to say.

However, based on what you have tried to date, it's safe to say it is not software related.
