Why my camera flash light keep on glowing even if the mobile is off?

My mobile is Samsung J7 and its back camera flash light is keep on glowing. Even if the mobile is off it will keep turning on. What is the solution?

Just to know 100% sure what we're dealing with, the flashlight is still on even when the phone is fully turned off? Or does the phone keep turning on by itself and enable the flashlight?

Also have you tried to just force reboot it? (Which is a basic solution to most things)
