Not much power...new batteries...1984 Marathon EZ GO

I have recently changed batteries and have had my brother in law, who is an electrician, look at the cart and he said all batteries are fully charged and he couldn't figure out where the power loss is. Downloaded the battery schematics and hooked them up in the proper order based on the chart. Any idea what in the world is going on.
