How can I recover files from an internal hard drive that wont boot up

I was on facebook when my hp pavillion slimline shut down we have had a lot of power outages lately i think that may have burned out my harddrive it is 180gb with 57 gb left and it was running windows 7 pro when i push the start button on pc the light comes on and the fan blows for about 3 seconds i don't mind buying a new harddrive but how can i get my files off the old one

@tyger63 there are only a limited options for the DIY'er. You would have to remove the drive and get an external sata (assumption that this is the interface for your HDD but I do not know this since you did not tell us what drive this is). Then see if that drive can be found on a computer (either yours with a new drive and OS or another functioning computer) If so you can just copy those files to a new medium. If that does not work, you can try and purchase a new circuit board that is mounted to your hard drive. Most of those will require you to change an IC on that board from your old board. Then try to access the drive. Copy your files and consider that drive as failed. Do not use it for critical files. If you can tell us the exact make and model of your HDD we can be more specific. Also, consider posting some pictures of the HDD and the circuit board with your question. That will allow us to see what you see and hopefully help you further.
