Half my screen was unresponsive, now blue screen...

I dropped my iPhone 6 in my dogs water bowl...(don't say it, I know) and I got it out pretty fast. It had a case on it but not a waterproof case. The phone was still on when I pulled it out of the bowl and in a panic I stuck it in a box of rice. I let it sit for maybe an hour and the phone was still on when I got it out. The top row of the lock screen (the numbers 1 2 and 3) were not responsive but the other 6 numbers, were. I need the first row to unlock it, so I couldn't get into it and Touch ID wasn't working. Then I took it apart, and when I put it back together I got a solid blue screen and nothing has changed since. Please tell me what I can do to bring it back, if anything.
