No power at baseband, error (-1) when restoring.

My dad is trying to repair an iPhone 6 and when i restore the phone i get an error(-1). My dad has tried reballing the baseband and reballing the Power Management IC for the baseband. We don't have power at C3229_RF, C3220_RF and C3237_RF. If anyone knows how to repair this we will be eternally grateful. We don't have a programmer, but if it's needed for any reason please tell me. I don't know the history of this phone, i don't know what happened to it,nothing. Thank you for reading and please if you know how to fix this please tell me.

Is the baseband power if getting power input, if it does and does not output power then perhaps it may need replacement.

OP - Are you sure about C3220_RF...that cap is on the VCC_MAIN line. If you are not seeing any power there, then you don't have VCC_MAIN and hence nothing will work.

You can't replace the BB IC as it is locked to the the rest of the critical IC's (PCU/NAND/EEPROM & TouchID).
