Do a reinstall from an external USB dive to the latest system.

UPDATE

You also have to install a bootable system on the USB drive. Then when you boot the machine (with the flash drive plugged in) hold down the option key and select the flash drive as your boot drib=ve. After it boots you cam run Disk Utilities on the internal drive and/or format it. Then install the system.

How do I do this?

Most people put a system install on their external backup drive. Others do it with a USB flash stick.

What steps should I follow to install it?

As @mayer said, If you have important things on it and not have back up , that will be different story. If you don't have important things and you want to reinstall the OSX using a thumbdrive, then you must create one with diskmaker X and OSX high Sierra , using another mac. There is also a small potential that the recovery mode can fix it , or even try to update the installer, but this will not guarantee success , or any data loss.
