A drive is required! While you could take out your internal drive you would need an external drive which has the OS to have the system work.

All you'll get is a blinking question mark in a folder icon on your screen as the system is looking for the system files which it can't find with no drive present.

and if I have a mac OS operating system installed on an external hd I also can not

Your system is expecting the internal drive, to alter this you'll need to hold the option key to gain access to the Startup Manager, then select the external drive.
