Several pads are partially missing. You'll need to check the continuity between those pads and their connection points to insure you have a complete connection. If everything checks out okay, then you can solder the flex. You'll need to use a lower temperature than normal when you solder a flex otherwise you can damage it.

Novice question, how do I check continuity...how do I find ground?

by

If you want to ground yourself, you can use the bottom hole on an outlet (NOT THE LINES) or a radiator. something metal basically.

Unfortunately, there is no schematic available for the mini 3 in the wild. You can get the boardviews via ZXW (which is highly recommended if you are serious about micro-soldering). That will show you what is connected to what. To check continuity between pads, you don't need to find ground...you just want to see if the the two pads are connected together.
