The clothes dry completely if I use the timed feature. I noticed that the COOLING light is always illuminated. Is that normal or is that part of the malfunctioning?

The Cooling light means your heating element is off and you are just tumbling. This happens automatically when using a Permanent Press cycle.
The first thing I would do is unplug the machine for five minutes to allow the control panel to reset.
If you problem persists, please tell us exactly what cycle to are having problems with (it does sound like your clothes are getting dry). This may be an issue with a humidity sensor when it is activated on certain cycles.
